this work before Chrome version: 57

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launch Chrome.
2. Open the attached sample HTML file.
3. Scroll down to the page until “Funtouch OS” is displayed
4. Pinch in and out the screen across the area “Funtouch OS”.
5. Observed that Chrome gets hanged

Chrome versions tested:
64.0.3282.140 (Stable)

OS:
Android 8.1.0, Android 7.0.0

Android Devices:
Pixel, SM-J710F Build/NRD90M 

Using the per-revision bisect providing the bisect results,
Good Build - 61.0.3142.0 (482491)
Bad Build - 61.0.3143.0 (482834)

You are looking for a change made after 482738(GOOD), but before 482739(BAD)

1. This issue is not observed in Desktop.
2. Unable to verify in Canary and Dev because of the  Issue 810737

I think we want to confirm the bisect in #5, then grab a trace to figure out what's going on.
