Issue descriptionAble to reproduce the issue Dev #65.0.3325.51, canary #66.0.3341.0 but not on current beta/Stable #64.0.3282.140 OS: (Windows 10, Mac 10.13.2 & Debaian Rodete) test-url : https://bugs.chromium.org/p/chromium/issues/detail?id=808791 What steps will reproduce the problem? (1) Launch chrome and navigate to test url (2) Click on the download from comment #0 What is the expected result? Expected to download the file. What happens instead? Updating Observations: ---------------------- 1. Downloads from other sites is working as expected. like http://www.engineerhammad.com/2015/04/Download-Test-Files.html 2. Issue is also seen in IE,Firefox browsers, but not in MicroSoft Edge and Safari browsers. 3. Issue is also reproducible on windows non-corp machine.

that's working as intended - it's a cross origin download of a format that could potentially contain XSRF tokens, and the server doesn't flag it as a download. assigning to jrobbins@ for triage whether crbug's storage should serve Content-Disposition headers for downloads
