OS: Mac(10.12.6, 10.13.1, 10.13.4), Win(7, 8, 8.1, 10), Linux(14.04 LTS) 

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://downloads page.
(2) Click on "More Actions" iron icon to open menu list.
(3) Now Right click anywhere on chrome://downloads page to open context menu and observe.

Actual: More Actions menu doesn't get closed after right clicking on page to open context menu.
Expected: More Actions menu should get closed after opening right click context menu.

This is a Non-regression issue seen from M60 series build #60.0.3072.0

Note:
1) This issue is not observed in chrome://bookmarks page.
2) Issue is also seen on M-64 Stable/Beta(build #64.0.3282.140) and M-65 Dev (build #65.0.3325.51).
