Regression: UI glitch is seen when device is switched to high contrast mode

Chrome Version: 66.0.3342.0./10384.0.0 dev-channel Kip, Peppy and Reks
OS: Chrome OS
What steps will reproduce the problem?
(1)Sign-in to user>> Change the device to High contrast mode and observe

Actual: UI glitch is seen 
Expected: No such issue should be seen

This is a Regression issue as same is working fine on 66.0.3341.0/10382.0.0 dev

I do not see this happening on Eve with latest dev

Unable to reproduce the issue on 66.0.3359.31/10452.11.0-Kip, 66.0.3359.41/10452.17.0 - Candy.  
Please reopen the issue if you're still seeing the issue on the latest build.
