Regression:Blank notification is seen while closing settings at notications

Chrome Version:66.0.3342.0./10384.0.0 dev-channel Kip,Reks,Peppy
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> click at notifications >>Click on Open settings and Close settings and Observe (please refer video)

Actual:Blank notification is seen
Expected:No such blank notification should be seen

This is a Regression issue as same is working fine in 66.0.3341.0/10382.0.0 dev

Note:Issue is not seen in Linux,Windows OS

Tetsui-san, could you take a look? It might be a bug of non-notification component like view or graphics.

Hmm, that's strange. I personally never saw this. Maybe device specific issue?
