Cannot add new style rule in DevTools for file:// pages

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Create a local HTML file, e.g. index.html:

    <!DOCTYPE html>
    <html>
    <head></head>
    <body>
      <p>hello world</p>
    </body>
    </html>

2. Open the HTML file with the file:// protocol.

3. Inspect the <p> tag.

4. Try to create a new style rule by pressing the "New Style Rule" plus button.

5. A new style rule with "p" as the selector pops up. Now, try to add a declaration by pressing TAB (or ENTER to persist the rule).

What is the expected behavior?
A new declaration is created, with the cursor on the property field.

What went wrong?
The rule just disappears, and there's nothing to edit.

I can confirm this behavior has just appeared in Windows 64.0.3282.140. Have been working daily on file:// without issue until this upgrade.

Good, so this is a regression. I couldn't be sure since I rarely work on file://.
