[MD-Settings] Regression: chrome://settings/clearBrowserData tab panel flash white

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/clearBrowserData
2. Click Advanced tab
3. Click Basic tab
4. Click Advanced tab

What is the expected behavior?
Expect "Basic" and "Advanced" tab title rendered properly, n flashing.

What went wrong?
"Basic" and "Advanced" tab title will show briefly, then flash white.

Did this work before? Yes Not sure, but still works in 64.0.3282.140

Errata:

Did this work before? Yes Not sure _version_, but still works in 64.0.3282.140
