User captured profile photo is not persisted in the gallery list after profile picture change.

Issue description

CrOS version: M65- 10323.21.0, 65.0.3325.56 dev channel eve, coral Robo360, paine devices

What steps will reproduce the problem?
1. Goto Settings>People>Change picture page.
2. Click on 'Take photo' option and capture user photo.
3. User profile picture gets updated to the captured one.
4. Now again open Settings> Change picture and choose a picture from the gallery. 
5. User captured photo is still seen as part of the gallery.
6. Close settings and reopen settings> Change picture page and observe the gallery list.

What is the expected result?
User captured photo should have been persisted in the gallery list.

What happens instead?
User captured photo is vanished from the gallery list.

I think we need to update the code here:

in order to not only send the external image to the settings UI when it's selected.

Did this get fixed? It looks like the code has changed since the link was pasted. I'm not clear what the fix here is.

I'm not sure that it's imported or even desired that we persist the captured photo if the user selects a different one. De-prioritizing, +tbuckley@
