Fuchsia's test_runner.py looks for the test binary's filter file under testing/buildbot/filters/fuchsia.<executable>.filter, and defaults to using it unless the caller explicitly specifies an override.

This became broken during the landing of the v2 runner implementation, which changed the name of the executable, causing it to to longer match the filter filename expectation.
