What steps will reproduce the problem?
(1) Enable note-taking from lock screen and select Google Keep as the note-taking app from Settings page
(2) Lock the screen
(3) Tap or swipe the new note button to create a new note
(4) Draw some notes (use by stylus/ touch/ mouse)
(5) Click on Unlock button and enter password to unlock the screen
(6) Click on the Keep notification to open the note created in lock screen.
(7) Delete this note or erase the notes
(8) Once again lock the screen and tap the new note button to create a new note.
(9) Now try to draw some notes the second time

What is the expected result?
Should be able to draw notes on the new keep note once again.

What happens instead?
Unable to draw notes the second time. Inputs are not detected (either touch/ mouse/stylus).
