Add a low level benchmarking suite for url_pattern_index / subresource_filter |

Issue descriptionThis will be useful for - Ad filtering - Ad tagging - DNR Josh has already written some tooling to do matching in bulk using the subresource_filter_tool. Maybe we could use that to add a simple benchmark over resource URLs from some top N sites on the HTTPArchive.
