Notification area context menu is inaccessible

Issue description

This is on Windows 10 and a screen reader running, e.g. Jaws 2018.
What steps will reproduce the problem?
Either
Right click the Google Chrome icon in the notifications area.
or
(1) Press Win+B to focus the notification area.
(2) Use the arrows or press "G" to focus the "Google Chrome" icon. If not visible, use the "Notifications shevron" button first to show all icons.
(3) Invoke the context menu either by using Shift+F10 or the Applications Key.

Then
Use cursor up/down to go through the context menu.

What is the expected result?
Screen reader announces the menu items.

What happens instead?
Screen reader reads nothing.
