Pixelbook webcam too dark in low light compared to Pixel phone

Issue description

Chrome Version       : 64.0.3282.134
OS Version: 10176.65.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Start a video hangout in low light on a Pixelbook
2. Surround yourself with fairy lights in the hope of being seen
3. Invite a Pixel phone user at the same location

What is the expected result?

The Pixel phone user has the same low light issues 

What happens instead of that?

The Pixel phone user is perfectly lit in low light

Please provide any additional information below. Attach a screenshot if
possible.

The first attachment is taken from the Pixelbook webcam while the second comes from the Pixel phone.

I suggest the magic software that assists the Pixel phone to work so well also is brought to the Pixelbook.
