Camera app: Effects panel flickers for few seconds after capturing photo

Build: 	10323.21.0, 65.0.3325.56 veyron-minnie

What steps will reproduce the problem?
(1) Open Chrome Camera app
(2) Click the bottom-left special effect panel
(3) Take a picture

What happens ?
Picture is captured but effects panel flickers badly for few seconds.

I have verified that 797636 couldn't be reproduced on 65.0.3325.57/10323.23.0/chell. Instead, 807974 is still reproducible on 65.0.3325.57/10323.23.0/chell.

I think this is caused by chrome media stack changes.
