Incorrect touch handling with two tabs in tab switcher for down tab

From "Settings > About Chrome"
Application version: canary 66.0.3342.0
Operating system: 7

Steps to reproduce:
(1)open some url
(2)open some 2nd url
(3)switch to tab switcher
(4)touch down tab preview

Expected result:

down tab preview is not scrolled this way, that things below are visible

Actual result:
please look into video, moving page preview doesn't look very good
