Issue descriptionWith VR Intents and Chrome Icon in DD Home flags on: 1. Navigate to webVR page. 2. Kill chrome (swipe away from recents). 3. Launch chrome from DD home. 4. See WebVR page doesn't find any VrDisplays.

It's not possible to test this in more stable channels. Cold-launching into CTA is new to 66, and deep-linking doesn't seem to have this problem. Yash, you may want to verify that though.

Right, so given that until M67, this was behind flags, means we don't need to worry about branches. BUt is this still broken on ToT for non-DLA?
