Multiple file downloads fail when feature "Ask where to save each file before downloading" is enabled.

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36
Steps to reproduce the problem:
1. In chrome settings (chrome://settings/?search=downloads), enable the "Ask where to save each file before downloading" feature
2. Open the attached file ChromeDownloadBug.html.
2. Click on the "Click me!" link, which will attempt to download two files.
3. Save the first file via the file dialog.
4. If prompted, answer "yes" to downloading multiple files.
5. Wait for second file dialog to open, which should save the second file.
What is the expected behavior?
I should be prompted for location to save second file and file download should be successful.
What went wrong?
I am never prompted for location of second file download and chrome is stuck with icon indicating a pending download that never completes.
Please note that if you disable the "Ask where to save each file before downloading" feature and run through the reproduction steps, both files are downloaded as expected.

I see a similar bug report at https://bugs.chromium.org/p/chromium/issues/detail?id=551457, but it has been resolved (incorrectly, imo) as duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=162212. Please consider this new defect report as unresolved and (imo) not a duplicate of those similar, prior issues.

Tried checking the issue on reported chrome version 64.0.3282.119 using Mac 10.13.1 with the below mentioned steps. 1. Launched Chrome 2. In (chrome://settings/?search=downloads), enabled the "Ask where to save each file before downloading" option. 3. Downloaded and opened the file "ChromeDownloadBug.html" in a new tab. 4. Clicked on Click me, then clicked on save button on dialogue box. We didn't observe any pop-up for second download. Even in chrome://downloads we didn't see any icon indicating a pending download. Attaching the screen cast of the same. Hence adding label Needs-Feedback and removing Needs-TestConfirmation, Please add the label back if required. @Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. Any further inputs from your end may be helpful. Thanks!

Re,. #6, I think that *is* the bug. There should be a prompt for a second download. It's worth noting that this doesn't seem to happen in MacViews mode, which means it should resolve itself. Buuut, in the mean time, it also means that it's my bug.
