Swarming: inject into stderr when SIGTERM / SIGKILL is sent to child process

Issue description

Right now there is no information when a SIGTERM is sent to a child process when the task times out. This makes diagnosing much harder than necessary.

AI:
- When run_isolated or task_runner decides to send a SIGTERM to the child process, also injects into stderr a marker to signal the user that this occurs, including a the timestamp to help the user correlate timing information.
