Regression : 'Loading..' is seen at 'IPv6 address' detail under 'Configure IP address automatically' in Dongle Network settings page

Issue description

Chrome Version: 65.0.3325.56/10323.21.0 dev-channel Paine & Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Insert Mobile Dongle and ensure it is connected ->And turn off Wi-Fi -> Sign-out from Uber Tray 
(2)In Sign-out screen at Uber Tray select 'Network' option -> click on 'Network settings' icon ->Dongle 'Network settings' window is seen
(3)At  'Configure IP address automatically' option Observe 'IPv6 address' value is not seen instead  'Loading...' is seen  
(Please refer video and screenshot)

Note:
1..Issue is seen on latest M-66 also
2.Issue is working fine in M-63

Expected: 'IPv6 address' details should be seen immediately 
Actual: Instead 'Loading..' is seen at 'IPv6 address' details

This is Regression Issue as same is working  fine in 64.0.3282.134/10176.65.0 Peppy device

Sometimes the IPv6 address can take many seconds to resolve, which is why this was added. It should resolve eventually, in which case this is WAI. If it never resolves please reopen.

I just realized this was for a Cellular network.

+benchan@ - Will Cellular ever have an ipv6 address set? Is there any way for us to know?

I'm not entirely sure what the best thing to do is here, but I think the current behavior is probably fine?

we currently disable IPv6 for cellular, which will be re-enabled.
Status: WontFix (was: Assigned)
In that case I think I will leave the UI as-is. It's a minor artifact that will correct itself when we re-enable ipv6 for Cellular.
