Regression : Flickering of chrome://settings/manageProfile page is seen.

Issue description

Version: 66.0.3342.0 (Official Build) Revision7a08be580eb458170d11b34a8de66fe08db41bc5-refs/heads/master@{#534887}(32/64-bit)
OS: Windows (7,8,8.1,10),Mac OS X(10.12.6,10.13.1,10.13.4)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/ page and right click on tab strip and duplicate tab
2. Now click on profile icon and observe chrome://settings/manageProfile page

Actual: Flickering of chrome://settings/manageProfile page is seen 
Expected: Flickering of chrome://settings/manageProfile page should not be seen 

This is regression issue, broken in ‘M 66’ and below is the bisect info :
Good build: 66.0.3341.0  (Revision: 534606).
Bad build: 66.0.3342.0 (Revision: 534887).

You are probably looking for a change made after 534783 (known good), but no later than 534784 (first known bad).
