What steps will reproduce the problem?
(1)Recover Build >>Sign into user >>Go to Sync settings screen
(2)Enable ChromeVox >>Tab and observe the ChromeVox reader focus on 'Settings' link(Please refer video)

Expected:When tab focus is highlighting the 'Settings' link,ChromeVox reader focus should be on 'Settings'
Actual: Instead,when tab focus is highlighting the 'Settings' link ChromeVox reader focus is seen on 'Next' button

Raising it as Non-Regression since the 'Sync settings' screen is seen from 65.0.3311.0

Note:Issue is not seen in Linux,Windows OS
