Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Unable to reproduce this issue on reported version 64.0.3282.140 using windows 10 with steps mentioned below.

1. Navigated to https://edition.cnn.com/videos and played video(flash version 24.0.0.189) -- Video played successfully without any glitches.
2. Navigated to chrome://components and updated flash version 28.0.0.161 
3. Repeated step-1 and video played successfully without any glitches.

@Reporter: Could you please let us know on which site you are seeing this issue. Also please let us know the flash version. This information would help us in triaging the issue in better way.

I am having this issue on all sites. I have flash version 28.0.0

This is the warning and error  from the console:

Unable to reproduce this issue on reported version 64.0.3282.140 and on latest stable 65.0.3325.181 using Windows 10. 

@Reporter: Could you please check the issue on latest stable and let us know if issue is still seen. You can download builds from https://www.chromium.org/getting-involved/dev-channel.  Also check on fresh profile which do not have any apps/extensions.
Status: WontFix (was: Unconfirmed)
As we are unable to reproduce the issue on latest stable 66.0.3359.181 and there is no response from the reporter from a long time, closing this issue and marking it as Won't fix.

@Reporter: Please feel to raise a new issue if there are any issues observed on the latest chrome builds.
