Add text/rtf selection support to exo.

Exo is currently limited to text/plain but we should extend that to rtf.

tbuckley@ - Could you look for a new owner for the issue? I have implemented exo clipboard because there is some overlap between crostini v.s. ARC, but now don't have cycles to work on it.
