Regression: Basic/Advance heading disappear when navigated to chrome://settings/clearBrowserData

Issue description

Chrome Version:	66.0.3342.0 (Official Build) Revision7a08be580eb458170d11b34a8de66fe08db41bc5-refs/heads/master@{#534887}(32-bit) 
 	
OS: Win(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/clearBrowserData and observe.

Actual: Basic/Advance heading disappear.

Expected:  Basic/Advance heading should be seen.

This is a regression issue, broken in M-66 series, and will soon update other info:

Good Build:66.0.33341.0
Bad Build:66.0.3342.0

This is a regression issue, broken in M-66 series, Using the per-revision bisect providing the bisect results,

Good Build:66.0.3341.0(Revision:534606)
Bad Build:66.0.3342.0(Revision:534887)

You are probably looking for a change made after 534783 (known good), but no later than 534784 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note: Issue is also reproducible on MAC (10.12.6, 10.13.1, 10.13.4) OS.
      Issue is not reproducible on Linux OS.
      Issue is also reproducible for other overlays like 'manage search engine' , 'autofill'.

Update:

Issue is reproducible on Overlays(Clear browsing data/Bookmarks/Manage Search Engine/Content Settings etc..) on chrome://settings page.

This is also affecting Linux. I verified locally that reverting fixes the issue for all WebUI dialogs (for example chrome://settings/clearBrowserData.

Reverting this for now. Please investigate those regressions before re-landing this change.
Revert landed, but somehow this bug was not automatically updated. Revision is at https://chromium.googlesource.com/chromium/src/+/ef1e881923d0654e32e3d9250e2916e595d1a1a2.

Able to reproduce the issue on Chrome OS build -66.0.3342.0./10384.0.0 dev-channel Kip, Peppy,Reks. Will verify the fix once it is available.

Update : 
Retested above issue on Windows(7,8,8.1,10) and Mac(10.12.6, 10.13.1, 10.13.4) OS using latest Canary #66.0.3343.0 and issue is fixed. Now, Overlays(Clear browsing data/Bookmarks/Manage Search Engine/Content Settings etc..) on chrome://settings page is seen properly. Kindly review the attached screen-cast.

 Issue 810239  has been merged into this issue.
verified on chrome 66.0.3350.3/cros 10425.0.0 - Peppy
