What steps will reproduce the problem?
(1) Use tabCapture extension demo to launch tab capture.
(2) Wiggle mouse around in source tab, note that mouse cursor renders and moves in video playout.
(3) Navigate to chrome://crash
(4) Click Reload

What is the expected result?
Tab capture resumes, mouse cursor renders when moving mouse around in tab content area.

What happens instead?
Tab capture resumes, but the mouse cursor is never renderer again. Even clicking does not restore it.
