A4 size paper on portrait mode not fit

Issue description

Steps to reproduce the problem:
1. Make A4 paper layout in html
2. Print in portrait mode
3. Scale 100 and margin default

What is the expected behavior?
It won't fit

What went wrong?
In version 63 it was showing correctly. After updating to 64 it throwing tis issue

Did this work before? Yes 63

Chrome version: 64.0.3282.137  Channel: stable

I cant revert chrome 64 to 63 but it was working like opera layout image.

We still need a sample HTML page to test with.
Take a look at the commentary at the end of the issue below it has examples that seem to be showing exactly what this is talking about.

I'm not sure if that bug on this one is the more appropriate to receive the attention but I think it's probably the same issue.  Let me know if there is anything I can provide to be more helpful.

That's pretty hard to tell without a test case.
