Tab restore does not work after two crashes

Issue description

(Chris, Rachel pointed me your way, but please let me know if I should reroute!)

My Macbook is in an unhappy state right now, which means I have gotten a bunch of opportunities to use tab restoration -- a feature I'm very grateful for.

The issue I've observed is that if your machine crashes before you've had the chance to press "Restore," those tabs are lost. (i.e. it doesn't offer to "Restore" the next time you open Chrome, even if you didn't do anything in Chrome / decline to restore.)

I realize it's unlikely for this to happen in everyday use, but it's pretty easy to do if the machine is boot-looping :)

Yeah, this is a dup of an existing bug. The behavior is by design right now (we only track the last session). We've talked about some heuristics for fixing it (if you don't "engage" with the session then don't overwrite the previous session), but this is low priority work right now.

Duping to that bug.
