Whom is the right owner for this?

This is marked as release block stable for 65, so we need a fix in the next couple weeks.

Albert, do you know whom would own this sort of issue?

Bumping to P1 because RBS.

I'm seeing this issue on most of the devices on M-66 (CrOS version- 10452.5.0, 66.0.3359.21) on caroline, elm, chell, kevin devices.

We are building our stable RC tonight, so if this is not fixed today we will be in a day by day stable slip for 65, upping priority to reflect the schedule.

Is this possibly related to any ARC++ OOBE changes? That might explain why it is only seen on certain systems.

Colin could you take a look?
