Mouse back/forward buttons no longer work

Issue description

Chrome Version       : 63.0.3239.140
OS Version: 10032.86.0
URLs (if applicable) : all

What steps will reproduce the problem?
1. Plug in Logitech M325 mouse.
2. Open a web browser and navigate around to some random pages.
3. Use the back/forward tilt button (middle button) to navigate backwards or forwards a page.

What is the expected result?

The browser navigates backwards or forwards.

What happens instead of that?

Nothing.


Please provide any additional information below. Attach a screenshot if
possible.

This is a regression; it used to work fine.

Status: WontFix (was: Unconfirmed)
The mouse buttons started working again today (after not working for a week). Strange.
