Enforce "TEST=" field to be filled as mandatory while submitting any CL in chromium Gerrit.

Background
===========
Chrome test team have to verify the bugs associated for any CLs checked in.Majority of the bugs do not have "test=" field which makes us tedious to go over all the bugs and check whether any manual repro steps are in the bug.So if any CL needs to be manually verified, we need a field with "TEST=manual". Requesting to enforce this requirement in Gerrit level.

Here there are 44 commits checked in but only 11 have the test field.Enforcing a test field would help us in identifying the right test associated and take appropriate action.
