Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Device name:asus z017d (zenfone3)
Android version: 7.0 NRD90M.WW_Phone-14.2020.1712.85.201712280700110915_201612010002
WebView version (from system settings -> Apps -> Android System WebView):61.0.3163.98
Application:OALD 
Application version: 1.1.3.0

URLs (if applicable):



Steps to reproduce:
(1)run the application
(2)type an entry to look up, "take", for anstance. It should have a link "idioms" o/e "phrasl verb".
(3)tap on one

Expected result:the link takes me down the page to a referred position.


Actual result:taken to a blank page with an error: shdd:/translation#idm_lbl because 
net::ERR_UNKNOWN_URL_SCHEME

antonsullaterra@ -- Thanks for reporting this issue. Could you please provide the Application details where the issue is reproduced or sample application reproducing the issue. If possible please provide the screencast of the issue for the better understanding.

You can also verify by updating your webview to latest stable version #64.0.3282.137.

Tested the issue in WebView and able to reproduce the issue. 

Steps Followed:
1. Install and launch the OALD (Oxford Advanced Learning Dictionary) application
2. In the “Search” bar, enter the text “take”
3. Tap on the first item displayed in results.
4. Tap on “Idioms” button.
5. Observed that, “Webpage not available” “net:ERR_UNKNOWN_URL_SCHEME” error.

Chrome versions tested:
64.0.3282.116 (Stable), 65.0.3325.33 (Beta) 66.0.3341.0(Canary)

OS:
Android 8.1.0, Android 6.0.1

Android Devices:
Pixel, SM-G930F Build/MMB29K

Using the per-revision bisect providing the bisect results,
Good Build - 63.0.3216.3 (502108)
Bad Build - 63.0.3217.0 (502454)

This needs to fixed in the app instead. That button runs this code:
window.location='link:/0?id=54181&type=0&self=true#idm_lbl'

I have no idea what that's doing.

the domain of the page is shdd:/translation, so either of these works just fine:
window.location='shdd:/translation#idm_lbl'
window.location='#idm_lbl'
