At this moment, this function checks two things:
1. Whether an effect can start on compositor or not
2. Whether the element can start on compositor or not.

The second one is for SVG only (maybe?). I did notice that the first item has one call sites only but the second one has multiple call sites, it is worth to refactor this to be more clear.
