What steps will reproduce the problem?
(1)Recovered device with USB stick successfully
(2)Device reboots, press ctrl+D on Dev screen
(3)After 'Chrome sign' screen 

What is the expected result?
Should be able to see OOBE screen to sign in to device 

What happens instead?
1. Black screen is seen 

Note:  Tested on 63 and 64 Stable and it works fine. Able to login and perform testing.
