ARC++ app doesn't render correctly in Tablet portrait mode.

CrOS version: 10379.0.0, 66.0.3341.0 (ToT build) dev channel caroline device

Steps To Reproduce:
1. Open an ARC++ app in full screen in laptop mode.
2. Switch to tablet portrait mode.

What happens?
ARC++ app is not displayed in Portrait style. Black portions seen on the display.

Expected behavior:
ARC++ app should render in Portrait view.

I'm seeing the same thing on the current Dev channel, 65.0.3325.56, on chromebook plus. This is definitely a recent regression, and I'm pretty sure was working fine in the previous Dev channel release (65.0.3325.35).

Raising the priority since it makes many Android apps (e.g. ebook readers) basically unusable due to portions being off screen and inaccessible.

FYI, I just updated to dev channel 65.0.3325.65, and I'm no longer seeing this issue. Maybe fixed?

Is this still happening?

Oshima was working on rotation animations and this is a while ago - so it might be fixed by now.
