Emojis don't show up in the tab title properly when multiple

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. Open any website with multiple emojis in the tab title
2. See, the first emoji is in colour, the next ones are not
3. 

What is the expected behavior?
The emojis should look in the same style

What went wrong?
The first emoji is in colour, the next ones are not

Did this work before? No 

Chrome version: 64.0.3282.140  Channel: stable
OS Version: 10.0

The chrome UI does not use the blink text rendering stack. Over to UI>Browser.
Status: WontFix (was: Unconfirmed)
As we are unable to reproduce the issue on latest stable 66.0.3359.181 and there is no response from the reporter from a long time, closing this issue and marking it as Won't fix.

@Reporter: Please feel to raise a new issue if there are any issues observed on the latest chrome builds.
