Steps to reproduce the problem:
1. Setup a container with content elements, make sure it is display: flex and explicit height (e.g. height:100%)
3. Make sure the combined content element heights exceed the container height, so that scrollbar appears
4. zoom the page (e.g. by ctrl+mousewheel or ctrl+<number>)
5. Inspect the content elements to see that they are the same width as the container and covered by the scrollbar (when they should be reflowed/resized so as to stay out of the way of the scrollbar)
