Keep running count on malloc for GetMallocUsage

GetMallocUsage is disabled on Windows because we were crashing. We should keep a running count on malloc usage so UKM reports malloc usage.

I feel like we have this? (e.g. Memory.Experimental.Browser2.Malloc) it sucks we can't get the OS view of malloc on Windows (https://cs.chromium.org/chromium/src/base/process/process_metrics_win.cc?l=202) but I think we have Chrome's view already.
