hterm: more control over default double click selection behavior

Issue description

currently for the default double click selection, we let Chrome handle it.  this has generally worked out well for us.  but on Windows, this can lead to surprising (for some) behavior.

consider this line of text:
  $ rsync /some/path /tmp/foo

on most platforms, if you double click "rsync", it will only select "rsync".  on Windows, it will also include trailing whitespace.  this is because that's just how Windows behaves at the OS level and Chrome respects that.

it might take effort on our side, but we should be able to take over the double click behavior so that we always select "rsync" regardless of platform.
