WebglConformance_conformance2_uniforms_simple_buffer_change failing on Linux AMD R7 240

Issue description

The first failing build is https://ci.chromium.org/buildbot/chromium.gpu.fyi/Linux%20Release%20%28AMD%20R7%20240%29/4202

That contains a WebGL roll that introduced the test https://chromium.googlesource.com/external/khronosgroup/webgl.git/+log/d458ada..98a3d3b

This is a pre-existing issue in the validating command decoder. Tentatively assigning to zmo@.

Corentin, could you put together a CL adding a failure suppression just to get the bot green again?
