Incorrect language is being answered back on changing the voice search language

Issue description

App Version: 65.0.3325.53 Beta
iOS Version: 11.3 beta and 10.3.3
Device: iPhone and iPad

Steps to reproduce:
1. Launch chrome and tap on mic icon in omnibox
2. Tap on language icon and select any other language which supports answer back(eg: france)
3. Speak to search for any word (eg: bonne nuit )
4. Wait for the speak answer back to complete and tap again on mic icon
5. Tap on language icon and select default 
6. Speak to search for any word (eg: mountains of himalaya)

Observed results:
Instead of english the french language is spoken out

Note: This is happening only for the first time, later times the answer is spoken in english

Expected results:
Answer should be spoken in english (selected language)

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M64
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M65

Language change doesn't take effect immediately. 
After changing language to English, results are still read back in French.
