Steps to reproduce:
1. Launch chrome and navigate to https://permission.site/ .
2. Click on Auto Download and click on Allow button on permission bubble.
3. Now click on ‘view site info’ icon and change Auto Download  permission to ‘ask (default)’ and observe.

Actual: Permission bubble expands/shrink after changing permission 
Expected: Permission bubble should not expands/shrink after changing permission 

This is Regression issue broken in 'M-66’ and Using the per-revision bisect providing the bisect results,

Good Build:66.0.3335.0 (Revision : 533165)
Bad Build:66.0.3336.0  (Revision : 533409)

You are probably looking for a change made after 533200 (known good), but no later than 533201 (first known bad).
