Regression: Other mobile network overlay is seen blank in Network not available page when dongle is connected |

Issue descriptionChrome Version: 65.0.3325.56/10323.17.0 Jerry,Quawks,Reks,Kip,Daisy OS:Chrome OS What steps will reproduce the problem? (1)Recover build>> Connect to a mobile network using a dongle (2)In sign-in screen, disable mobile network and then enable from ubertray (3)In Network not available overlay, click on other mobile networks and observe Actual: Other mobile network overlay is seen blank and only cancel and connect buttons are seen Expected: No such behaviour should be seen This is a Regression issue as same is working fine on M62 stable NOTE: On M63 stable and M64 beta, when clicked on other mobile networks nothing is happening

I'm not sure how much this counts as a regression when it's been broken in one way or another since 63 :) Lowering the priority, will fix this for 66.

Fix is pretty straightforward but I don't think it's worth merging to 65.
