Regression: Mobile network is not getting connected automatically in OOBE screen when device is connected to a dongle

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, connect dongle and observe in Connect to Network overlay

Expected: Mobile network should get connected automatically
Actual:Mobile network is not getting connected automatically and we need to click on the mobile network name to get connect overlay

This is a Regression issue as same is working fine on M63 stable

NOTE: Issue is seen on M64 beta also

I'm not sure that we connect to dongles automatically. Either way this is a Shill issue, not a UI issue.

Status: WontFix (was: Assigned)
Since M64, we disable auto-connect of cellular service before a user has signed in. So the behavior observed here is expected.  Closing this bug as work-as-intended.
