Glimpse of previous page is observed on clicking on 'Reload ' button on Error page.

Issue descriptionChrome Version:65.0.3325.51 (Official Build)Revision bf82f5d25853ccdc46fb63304524ca023c1b24c2-refs/branch-heads/3325@{#326} (32/64-bit) OS:Mac(10.12.6, 10.13.3 ,10.13.1),Windows(7,8,8.1,10). Test URL:https://test.hstsfail.appspot.com Steps to reproduce: (1) Launch chrome navigate to above URL. (2) Click on reload button and observe. Actual: Glimpse of previous page is observed on clicking on reload button. Expected: Page should get reloaded without glimpse of previous page. This is a non-regression issue, seen from M-64 build #64.0.3281.0. NOTE: 1.Issue is seen on stable/beta M64 #64.0.3282.140 and dev M65 #65.0.3325.31 and Canary M66 #66.0.3341.0. 2.'Reload' button is introduced from M64 #64.0.3281.0. Kindly refer the attached the Screen-cast.

Maybe one who added the Reload button should be the first owner of this issue.

This is likely due to how interstitial pages are implemented today. We are changing the way they work and I expect at that time this won't be an issue.

Agreed with #3. Adding this to our tracking bug for interstitials issues that should be fixed by committed interstitials.
