Non-Regression:Sync settings page is seen in English when the language is 'Arabic'

Chrome Version:65.0.3325.56/10323.17.0 dev channel Daisy,Reks,Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build >>In OOBE screen, change the language to 'Arabic'
(2)Sign into user and Observe Sync settings page

Actual: Sync settings page is seen in English.
Expected: Instead, it should be seen in Arabic

Raising it as Non-Regression since the  'Sync settings' screen is seen from 65.0.3311.0

Note:Issue is not seen in Linux,Windows OS

@wzang : Please confirm the issue.

Able to reproduce issue on #66.0.3353.0 and latest dev #67.0.3365.0/10472.0.0.
Hence reopening the issue for further investigation.

Issue seems to be fixed in latest ToT 71.0.3562.0/11102.0.0 dev.
