What steps will reproduce the problem?
(1) Launch chrome, navigate to NTP and open devtools.
(2) Now press 'Esc' key to open console drawer and click on more actions iron icon to open 'Remote devices'
(3) Now press 'Tab' key to move focus highlight on 'Learn more' link and observe

Actual: Focus highlight on 'Learn more' link appears chopped from bottom in 'Remote devices' 
Expected: Focus highlight on 'Learn more' link should be seen properly in 'Remote devices'

This is a Non-regression issue seen from M64 series build #64.0.3265.0

Note: 
1. Issue is also seen on M-64 Stable/Beta(build #64.0.3282.140) and M-66 Canary (build #66.0.3341.0)
2. Issue is not seen on Win(7,8,8.1,10),Linux(14.04 LTS) OS
