Network devtools requests are not able to scroll all the way down

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Steps to reproduce the problem:
1. open dev tools
2. make enough requests to fill windows height
3. now you are unable to scroll down to see last item on the list

What is the expected behavior?
Being able to scroll all the way down on list (maybe even with some padding from down)

What went wrong?
