What steps will reproduce the problem?
(1)Launch chrome and navigate to http://azurespeed.com/Azure/Download
(2)Download 3-4 files and pause the video from download bar 
(3)Press ctrl+J and click on cancel > close 'X' button of download entry.
(4)Now press ctrl+J and observe the deleted entry.

Actual: Toast message doesn't appear after deleting the download entry.

Expected: Toast message should appear after deleting the download entry as after hitting ctrl+Z key deleted entry is retrieved.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note: Issue is seen on stable/beta M64 #64.0.3282.140,dev M65 #65.0.3325.31 & Canary M66 #66.0.3340.0
