"What's New" UI Title Displays Dark Text on Dark Background in Dark Mode

Issue description

Chrome Version       : 64.0.3282.140
OS Version: OS X 10.13.3
URLs (if applicable) : N/A
Other browsers tested: N/A
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Open Dev Tools after updating to Chrome 64

What is the expected result?
The "Highlights from the Chrome 64 update" title in the What's New UI shows as black text on a dark blue background when the UI is set to dark mode. The title text should change to white in dark mode, otherwise it is hard to read.

What happens instead of that?
