Dotted lines running diagonal across bottom of webpages like "hotukdeals"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. just browse certain websites
2.

What is the expected behavior?
Just the dotted lines. I've found turning off hardware acceleration removes the problem. nVidia 1050 VGA card with latest drivers. Tried two other browsers and they work fine with hardware acceleration turned on or off.

What went wrong?
Dotted lines running diagonal across bottom of webpages like "hotukdeals".

Chrome version: 63.0.3239.132  Channel: n/a
OS Version: 10.0
Flash Version: 

I re-installed Chrome and reset/disabled extensions. I re-installed to the latest nVidia drivers.

Duplicate of  issue 691262 .

Simply disable chrome://flags/#enable-gpu-rasterization
Or set 0 in chrome://flags/#gpu-rasterization-msaa-sample-count
